We regularly go to the Chandler Downtown Library for some free fun. Libraries are a great place to take kids because there's several things for them to do. Besides reading books, there is often a play area for kids that includes toys or even computers with educational games. We've attended storytime a few times, and there are usually a few options for kids of varying ages, such as lapsit for babies, toddler time, and family storytime. Libraries also offer culture passes, which are free passes that you can check out to go places where you would normally have to pay admission.
Here's a compilation of libraries with culture passes:
Chandler Library Culture Passes
Mesa Library Culture Passes
Phoenix Library Culture Passes
ASU Libraries Culture Passes
Scottsdale Library Culture Passes
Glendale Library Culture Passes
Also, check out your local library's storytimes.
Here's the calendar I use for the Downtown Chandler Library.
